Submit deliverables

On an active stage, upload or link files into a **deliverable bundle** (formats per manifest IO). Keep versions and notes traceable. Submitting may enqueue an **artifact scan** job; scan failure marks the bundle error—fix and resubmit per in-app guidance.

Scanning runs asynchronously after upload. It does not replace owner acceptance; severe issues may block downstream steps depending on task policy.
