Request acceptance

Stage owners can **request review** during execution—even before all attachments are present—to sync status. When every required stage has requested review, the task moves to **accepting**. Owners approve or reject per stage; **gold** capture requires owner confirm (and funds password when enforced)—deadlines do not auto-capture gold.

Review requests are independent of scan completion unless the client blocks you for a failed bundle.
